The four participating wards used pilot themes including child poverty, young people, ethnic populations, and employment deprivation. Each ward had a citizens' panel that determined the criteria for project applications to reach the public voting stage. Ward residents were able to vote for their preferred project with each ward allocated £225,000 for implementation. Glasgow City Council plans broader participatory budgeting implementation starting in 2021.
