Local residents and businesses filled out postcards each month to participate in the one-year pilot. The city's recycling coordinator randomly selected one application per month for inspection. The applicant's recycling and trash bins were checked to confirm proper separation. Vallejo awarded one year of free garbage service to winning homes and $1,000 off service to winning businesses and apartments.
