Edmonton Transit Service faces declining ridership and rising crime rates at bus and train stations. City officials approved the COTT pilot as a compassionate approach to drug use, homelessness, and violence. Two initial COTT patrols were staffed by transit officers and outreach workers from the Bent Arrow Traditional Healing Society. Each patrol speaks with struggling residents, identifies their needs, and refers to local health and social services.
