The Municipality of León's Comptroller's Office launched the "Citizen Comptroller" program to improve and streamline citizen services. The program trains 30 university students to control, surveil, evaluate and monitor government activities. The program's objective is to identify areas of opportunity for improving public services with an open government approach of transparency and accountability.

Since 2016, the "Citizen Comptrollers" have been involved with improvements to social housing programs, the Municipal Institute of Youth's social inclusion efforts, and Rural Development's work with day laborers.
