City officials identified 24 vacancies with few or no qualified applicants for the program. Workers hired for these roles received sign-on bonuses of up to $5,500. There were five bonus bands starting at $2,500 for positions like crew worker, program planner, and 911 dispatcher. The highest bonus band was offered to fire and police recruits. Each bonus was paid upfront with a requirement for repayment if the employee left during the probationary period.
