The City of Philadelphia partnered with the United Way of Greater Philadelphia and Southern New Jersey to launch "The Promise" Poverty Action Plan. The Promise was created with a $10 million investment and a clearly defined mission to lift 100,000 Philadelphians out of poverty by 2025. The Poverty Action Plan utilizes numerous strategies to reduce poverty including: wage tax refunds, benefits access, basic income, rent subsidy, property tax relief, adult education, job training stipends, etc.
