Whatcom County and the city of Bellingham are launching an unarmed emergency response pilot program. During the pilot, unarmed behavioral health teams will handle emergency mental health crisis 911 calls instead of police officers or emergency medical technicians. These Alternate Response Teams will be dispatched by specially-trained county dispatchers in cooperation with the Bellingham Police and Fire departments,
