The Lincoln City Council approved an $8.5 million agreement with PenLink to replace an outdated justice database with a new web-based database. According to the agreement, PenLink can sell the technology to other communities and the royalties will be used to pay for system maintenance. The new database will be based on a three-machine network with backup systems that allow different agencies to use the same system to manage information.
