The City of Bloomington used Polco's online civic engagement platform to gather resident feedback and guide its COVID-19 response. The city improved its website, added a COVID-19 dashboard, and considered a face mask ordinance (prior to the statewide mandate) based on feedback from residents. After experiencing a budget shortfall of $17 million, due to the economic impact of COVID-19, the city used Polco to promote a budgeting poll asking residents how they want to address the shortfall.

The budgeting poll received over 3,00 responses and based on the feedback the City Council decided to close a community center through the end of the year. This decision saved the city an estimated $390,000 which helped address some of the budget shortfall. The city of Bloomington received a 2021 Award for Excellence in Government Finance from the Government Finance Officers Association.
